On February 2, 2017 the CPSC issued a direct final rule to establish ASTM F963-2016 as the mandatory Standard Consumer Safety for Toy Safety. The direct final rule in 16 CFR part 1250 incorporates by reference the ASTM F963-16 as a mandatory toy safety standard. CPSC also announced the Notice of Requirements (NOR) in 16 CFR part 1112 which says that specified sections of ASTM F963-16 require a third party testing. Therefore, the CPSC only accepts accredited third party conformity assessment bodies for testing to those sections.
The rule is effective on April 30, 2017 and applies to all toys manufactured on or after that date.
