Iraq COC

Introduction

Based on the Law No. 54 of 1979 (Article 3/Clause 8) Iraq’s Central Organization for Standardization and Quality Control hereafter we called “COSQC” has launch the program with the aim of protecting Iraqi program with the aim of protecting Iraqi consumers, producers, environment, public safety and national economy from using substandard products as well as to restrict the important of inferior, debased an fake product.

So, COSQC launch the program called Pre-Importation Inspection, Testing & Certificate Program of Goods to Iraq, hereafter we called ICIGI. For those mandatory products(please see below product list, exporter/importer should always issue the related certificate per shipment to custom when the product claim in the custom, otherwise, the goods will not be claimed. Moreover, only the third party inspection company who is authorized by COSQC can implement the ICIGI and the certificate issued will be recognized by Iraq Custom.

This program is started form 2011, every three years, COSQC will review the authorized vendor lists who provide the COC service and re-authorized companies. Before that, BV, TUV, SGS were authorized by COSQC, however, for the coming year 2020 to 2022 three years, total four companies had beenauthorized by COSQC to conduct the IGICI program, that is, HQTS, Intertek, ViglinezoneAdriticaSrl(Italian company), UAE company(not yet confirmed).

HQTS Strength for this program:

Iraqi COC project is the government’s mandatory inspection requirement, that is, all products under control per-shipment must submit the COC certificate issued by the authorized third-party inspection company for export to Iraq, otherwise the goods cannot be claimed at the destination port of Iraq.

There are only three competitors mentioned above, and all three companies are first time to start projects in Iraq, so the exporter have not more options to choose. Meanwhile, everyone starts from the same place in the field of resources, as mentioned above, before that the business are operated by TUV, BV, SGS those companies who are out of the coming three years project.

So, the marketing inquiry is very big and less competition.

Under the above situation, HQTS decided to establish the Government & Trading Service Department to handle this project, and the business target will be US$1,900,000. Jennifer is appointed to be the General Manger and Mr. Alex Yao to be the Vice General Manager of this depart. to be responsible of operating this depart. Each company will be assigned related target based on US$1,900,000, will update later.

  • Agents, who work as agent on behalf of BV, TUV and those companies
  • The person who worked in BV, TUV
  • The local exporters who export to Middle East or Iraq
  • Iraq customers who has the brank office in overseas countries

Mandatory Products List

Total about 1,000 items products, including the below product categories:

Food products, Toy Products, Chemical products, Electrical and Electronic products, Vehicles tires and parts, Construction products, Cosmetics, personal hygiene products and cleaning agents, Textile and footwear, Household hardware, Kitchenware, Household burning fuel appliances&Others. The details product list with HS code will be provided later.

Verification Process

First Step:

The exporter or importer submits an application (RFC) to the licensed company for the certificate of conformity (includes a list of the names of the goods prepared for export and the name of the manufacturer and country of origin) and is attached to the following documents.

  • Final commercial Invoice.
  • Packing list.

C A pledge from the exporter or importer not to exchange the goods.

DTesting Document (lab testing Reports): it should be one of the following documents:

a) dated, signed and sealed testing report (applicable to goods prepared for export) issued by an ISO/IEC17025 certified laboratory recognized by the International Organization for Laboratory Accreditation (ILAC),

OR

b) the licensed company (HQTS) and on its responsibility will ensure internal test report from the manufacturer after collecting & studying the below documents from the laboratory of the manufacturer:

List of testing devices.

Calibration records.

Quality control records.

The manufacturer (laboratory) ISO Certificates (at least ISO 9001 Quality Management Certificate)

  • laboratory issues testing reports in accordance with Iraqi standard specifications or technical requirements issued by the COSQC.
  • A product certificate that is dated, signed and stamped (applicable to goods prepared for export) issued by the product certification authority certified in accordance with ISO/IEC17065 by a party recognized by the International Accreditation Forum (IAF).

Second Step:

The licensed company studies all the document and make sure that the goods conform to the approved COSQC specifications (testing and marking), and in case of necessity take samples of the goods and send them to the laboratory for testing.

Third Step:

Conducting the inspection at the location of the goods (factory, warehouse, …) and ensuring that the goods prepared for export are the same as the goods mentioned in the matching document and the inspection shall be documented with dated photographs and inspection report (or check-list) dated, signed and sealed explaining the details and results of the inspection.

Fourth Step:

Evaluation of the GOODS is based on –

A- Testing Report or the product certificate.

B- Inspection report.

C- Other documents submitting while application.

If the result of the evaluation is satisfactory, the Certificate of Conformity (COC) is issued in accordance with form as ATTCHED, but if the evaluation result is unsatisfactory, the NCR report will be issued in form 2 (attached), within (5) five working days of receiving the required documents accepted and the inspection is completed with satisfactory result.

For above procedure is the complete once for unregistered goods. The definition of unregistered goods means the goods have not submitted any certificate before.

If it is the registered goods, the verification process might be more simple that complete one, usually every three months will require the third steps that is conducting inspection.

Cost

Exporting Port: The COC certificate cost will be charged based on the value of cargo per shipment, then have the minimum charge per shipment. The new cost standard has not decided by COSQC, will update later.

Destination Port: Not yet confirmed, will update later.

COI

COI is Certificate of Inspection, this certificate is not mandatory certificate required by COSQC, usually it is requested by customer themselves based on customer need. HQTS can also submit the COI as well.
