Mr. Hisham Mohamed is a highly experienced compliance specialist with extensive expertise in Pre-Export Verification of Conformity (PVoC) for Uganda’s oil and gas sector. As the PAU Compliance Expert at HQTS, he plays a key role in guiding exporters through the complex regulatory landscape, ensuring that specialized equipment and materials meet Uganda’s strict quality, safety, and environmental standards.
Mr. Mohamed has a deep understanding of the PVoC process, including document verification, physical inspections, and certification stages, making the compliance journey smoother and faster for businesses. His focus is on operational procedures, helping exporters navigate the application process efficiently and ensuring their products are fully compliant with PAU and Uganda National Bureau of Standards (UNBS) requirements.

Mr. Tumwebaze has over 15 years’ experience in QHSE management in the oil and gas sector with the Ministry of Energy and Mineral Development and the Petroleum Authority of Uganda.
Mr Joel Tumwebaze holds a bachelor’s degree of Engineering in Mechanical and Manufacturing Engineering from Kyambogo University in Uganda and a Master’s degree of Science in Safety and Reliability Engineering for Oil and Gas from the University of Aberdeen in Scotland. He holds several certifications in QHSE management including the NEBOSH International Technical Certificate in Oil and Gas Operational Safety and the HSE Superintendent Certification from the French Petroleum Institute.
Mr. Tumwebaze has over 15 years’ experience in QHSE management in the oil and gas sector with the Ministry of Energy and Mineral Development and the Petroleum Authority of Uganda. He played a key role in establishing the legal and regulatory framework for QHSE management in Uganda’s oil and gas sector. Currently, he works as the Manager Health and Safety at the Petroleum Authority of Uganda where he is responsible for ensuring compliance of the oil and gas operations to the quality, health and safety requirements and driving a positive health and safety culture in the oil and gas sector.
Previously, he has worked with the Uganda National Bureau of Standards in the areas of Standards, Quality assurance, Metrology and Testing.
