SALEEM / SASO Certificate for Saudi Arabia
The Saudi Product Safety Program (SALEEM) is a conformity assessment programme operated by the Saudi Standards, Metrology and Quality Organization (SASO). The program ensures the safety and quality of goods placed on the Saudi Market.
Businesses exporting or importing regulated products to the Kingdom of Saudi Arabia (KSA) need to demonstrate compliance and meet applicable technical regulations and standards. Every regulated product must be accompanied by a Product Certification of Conformity (PCoC), and each consignment of goods is required to have a Shipment Certification of Conformity (SCoC).

Introduction to the SALEEM Program
The SASO conformity assessment program, SALEEM, was launched in 2017 to ensure that products placed on the Saudi market are of good quality and safe for consumers. The required conformity certificates can be obtained electronically using the customs portal system, SABER.
The Saber Process for Regulated Products
The conformity assessment program consists of a two-stage certification process in which every regulated product of import is required to have a Product Certificate of Conformity and a Shipment Certificate of Conformity.
Stage 1: Product Certification of Conformity (PCoC)
The product certificate conformity will be issued once the exporter demonstrates conformance to the applicable product standard defined in the relevant technical regulation.
Stage 2: Shipment Certification of Conformity (SCoC)
The shipment of certification conformity can be issued by a recognised Conformity Assessment Body once every regulated product has been verified to have a valid PCoC.
